            The value of Transponder.TurnAroundRatio is defined in GMAT script. GMAT only uses that value for DSN Range. But for DSN Doppler, GMAT does not use the value of Transponder.TurnAroundRatio for turn around ratio value. Instead it uses values defined in Table 13.1 in Moyer's MathSpec.

            I don't see any mention about Transponder.TurnAroundRatio related to ramp table in GMAT User Guide doc. It has some place mention about turn around ratio value and ramp table.

            See my attached script - I believe it shows that for ramped DSN Doppler, the user set Transponder.TurnAroundRatio does affect the measurement.

            I Don't understand: My statements 2 and 3 above mention ramp table use.

            Talked to Tuan: For my Statement 3 about the non-ramped case, Tuan had thought that the code calculated the value of M2 to use based on the calculated value of Uplink Band. (For code consistency reasons, one could argue that the value of M2 for both ramped and non-ramped doppler should be calculated the same way. But, this is not the case. THe non-ramped method currently would allow for custom turn around ratios)

            Tuan agrees that statements 1-3 are correct as-is.

            Sorry, I forgot you wrote assumption 'media correction is turned off" in GMAT doc.
            The statement 1 and 2 are correct.

            The statement 3 is correct for DSN Doppler for simulation. Because in simulation, w/o using ramp table, GMAT does not has any information about frequency band in order to get value from Table 13.1 Moyer's MathSpec. So GMAT takes the ratio from Transponder.TurnAroundRatio for calculation. Note that: User needs to specify ratio to an appropriated value as in Table 13.1.
